AI IN PUBLIC DECISION-MAKING FOR TRANSPARENT AND ACCOUNTABLE DIGITAL LOCAL GOVERNMENT

Abstract

This article examines how artificial intelligence can be integrated into public decision-making to strengthen transparency and accountability in digital local government. The study uses an integrative conceptual review of recent AI governance literature, public-sector digital transformation research, and Indonesian regulatory context. The analysis develops a framework linking data readiness, algorithmic explainability, human oversight, auditability, and citizen redress. The results show that AI improves administrative consistency only when supported by traceable data, documented decision rules, contestable recommendations, and institutional responsibility. The article argues that local governments should avoid treating AI as a standalone efficiency tool. Instead, AI should be implemented as a governed decision infrastructure with risk classification, public explanation protocols, and review mechanisms. The contribution is a practical model for aligning AI adoption with public values in decentralized government settings.
